"As the only World Heritage City in the Philippines, napaka-swerte ng siyudad ng Vigan sa pagkakaroon namin ng GIS, lalong-lalo na it was done by F.F. Cruz. Napakaganda ng ginawa nila kasi nakita ko... we had so many offers para dito sa GIS program. Pero nakita ko ang programa ng GIS ng F.F. Cruz, they're not after to earn para dun sa programa but para dun sa ikatutulong nila sa siyudad ng Vigan. In fact, when they submitted it to us last May 2005, we were able to see na kulang pala ng 200 hectares dun sa total land area ng Vigan. So siguro with this GIS, malaki ang maitutulong sa amin para marecover namin yung 200 hectares na nawawala sa amin. Aside from that, nagkaroon kami ng thematic maps, orthophoto maps, naimprove na namin, and lalong-lalo na, maraming investors na nagpupunta dito sa siyudad ng Vigan. They find it na mas maganda siguro sa isang siyudad kung meron kang mga ganitong programa kasi it will help you a lot. It will give them reason for them to invest in the city. 'Yan ang nagawa ng GIS dito sa siyudad ng Vigan."

"The Vigan GIS project helped us a lot in terms of data generation and in terms of promoting Vigan as a City... With F.F. Cruz around, who gave us a very reasonable price, Vigan is now using this geographic information system, not only to promote tourism, but also to promote investments and trade and commerce in the city of Vigan...
